Severe behavioral disorders


The parent of a child suffering from severe behavioral problems who studies in a special education framework, may be entitled to a disabled child allowance from age 91 days to 18 years and three months, provided that he meets the basic requirements.


Eligibility for this benefit is granted when a partial supervision of the child is required.

It must be stressed that not all children under Ritalin (or similar) and suffering from ADHD are entitled to a benefit.

Documents to be submitted       

  • Claim Form for Disabled Child Allowance (fill and send the form on-line / download the form).
  • If the child has been diagnosed with ADHD, you must attach an ADHD diagnosis issued by a specialist in child and adolescent psychiatry, a specialist in neurology and child development, or a pediatrician or family physician licensed by the Ministry of Health to diagnose ADHD - mandatory document
    1. Diagnosis based on DSM-5 criteria, specifying the number of diagnostic criteria met and their severity - mandatory document
    2. Related conditions
    3. Environmental factors (family, educational settings)
    4. Current and pas treatment - pharmacological and non-pharmacological (health professionals)
  • Ministry of Education Eligibility and Assessment Committee form - if applicable
  • Educational report signed by preschool teacher, classroom teacher, or  school principal, notic academic and social functioning as well as behavioral problems
  • Psychological/psychiatric evaluation - if conducted
  • Computerized assessment of attention disorders - if conducted

Important to know!

  1. Attaching comprehensive documents to the claim will allow us to examine the child's eligibility for the allowance without summoning him or her before the board.
  2. It is important to bring up-to-date medical documents from the past year regarding the child's medical and functional condition, to let us also verify allowance eligibility for a retroactive period of up to 12 months.
  3. If eligibility is determined on the basis of the documents, the possibility of requesting, within 45 days, to be examined by the board in presence of the child will be retained.

Benefit rates

The child eligible for an allowance due to severe behavioral disorders, is entitled to a benefit rate of 50%, amounting to NIS 1,943 (as of Jan 01, 2026).

The benefit is paid retroactively for up to one year prior to the date of claim submission.

Entitlement period

Entitlement is determined for a temporary period of time.

Important

  • In case of severe mental disorder, eligibility may be determined at a higher rate.
  • You are entitled to receive, free of charge, advice and preparation for appointments at the Medical Board provided by "Helping Hand" centers.
  • If you were summoned to appear with your child before a Medical Board and your child does not require assistance for everyday functions – you may request these activities to be excluded from examination.
  • Prior to the Medical Board, it is recommended to prepare a list of your child's medical problems, and to indicate, during the Board, how these medical problems affect the functioning of the child and his parents.
  • Receiving a disabled child allowance entitles to benefits from other institutions and organizations.
